Wondering what is a good percentage for this, if I get something from the cloud it’s often between 146% and 166% is this normal.

The steering foundation effect is a complex calculation comprised of quite a few different realtime telemetry variables. 

Every game/car/track combination will have a different optimal value for the steering foundation effect. It's best to let cloud tuning fill it in since there isn't a one-size-fits-all value.
