In the Windows 10 Bluetooth add a device section it will sometimes detect the Wireless button box, other times it comes up as an Unknown device, but when I try to connect it never does connect and comes up with the message: Try connecting your device again.

NEW INFO: just purchased a ASUS USB-BT500 Bluetooth 5.0 USB Adapter and it worked fine and recognized all devices fine. Found the Wirless Button Box immediately and was able to upgrade the firmware with no issues. The TP-Link Bluetooth 4.0 Nono USB adapter was the issue. Thanks for the help with this. Hope this helps some others that may run into the same issue.
Please make sure that your wireless button box is within range of your Bluetooth receiver and has a decent battery level.
Then, please try pressing the 'User' button on the back of the button box, then starting the Bluetooth pairing process from scratch.

Yes, I have tried everything in the doc and for setting up a Bluetooth device, it either does not find the Wireless Button box or is it does, when you click on it to connect it gives the message to try to connect again. Getting the same thing on several computers that are up to date on Win 10. Going to get a different blue tooth adaptor this morning to see if this may be part of the issue. The blue tooth adaptor is about 3 feet from the wheel and the wheel is at 100 percent charge.
