CPU usage seems to high

Checking with taskmanager tells me SC4 is using 25% cpu just siting idle and 27-32% when a game is running that seems to high to me , racing a bunch of AI in AMS2 for example uses about 24% of the cpu , Iracing is in the mid 30s . Did reinstall as it was using about 45% so better than it was but still think it should be a lot less . Using a i5 8600K @5GHz .  So is this normal ?
